National Intelligence Service has overhauled its national cybersecurity guidelines to reflect rapid changes in AI and cloud technologies, with implementation set for May.
The draft was unveiled at NetSec-KR 2026 held at COEX, and is currently under review by government agencies.
The key change is the introduction of the National Network Security Framework (N2SF), which replaces the rigid network separation policy with a tiered system based on data sensitivity—classified as confidential (C), sensitive (S), or open (O).
Budget and staffing requirements have also been strengthened. Agencies are now required—not just recommended—to allocate at least 15% of IT budgets to security and maintain security personnel at 10% of IT staff.
Technical measures include mandatory multi-factor authentication for remote workers and administrators, along with reduced reliance on plugin-based software.
New security provisions for AI systems and private cloud adoption have also been introduced to address emerging risks.
Officials stated the revision aims to enhance both security and operational efficiency, adding that the guidelines will continue evolving in response to new cyber threats.
