The Onnuri gift certificate, originally introduced to support traditional markets, is increasingly being used as a daily consumer payment tool — from buying everyday goods at convenience stores to paying for fuel at gas stations. The certificate, backed by a 5–10% government discount, has broadened its reach significantly from its initial market-only usage.
Following a 2020 revision of the relevant law, the certificate’s usage expanded to include small neighborhood shopping districts. The shift from paper vouchers to mobile and card-based digital payment options has helped it integrate into routine consumer spending.
According to data from the Small Enterprise and Market Service, annual sales of the Onnuri gift certificate rose from about ₩831.5 billion in 2015 to ₩2,673.2 billion in 2024, more than tripling in a decade. Adoption is highest in major cities, while rural areas still face limited acceptance, highlighting regional disparities in usage.
To broaden usage, some local governments are expanding the designation of neighborhood markets. Meanwhile, the government plans to limit merchant eligibility to stores with annual sales under ₩3 billion and reduce the discount rate from 10% to 7% to maintain the program’s original focus on aiding traditional and small vendors.
